No – it's made from a material which offers good electrical insulating properties.

Can this dust cap protect the receptacle from immersion in water?

No, it can't. However, Brad from Molex offers a dust cap with a lanyard (67-0300) which is built to the same specification and has an IP67 (ingress protection) rating. This means it's dust-tight and able to withstand 30 minutes immersion in 1m of water.
